The assessment of the candidates’ curricular and scientific merit shall be conducted on the basis of the documentation submitted by them and in accordance with the criteria and respective weightings previously established and published in this Notice. No criteria or weightings other than those established in advance may be taken into consideration.
- Assessment of absolute merit
The assessment of absolute merit consists of an individual assessment of the scientific, technical and professional quality of each candidate, independently of the other candidates, with the aim of determining whether the candidate’s track record demonstrates a level of performance compatible with the requirements of the Assistant Researcher category, the scientific field and the profile of the post to be filled.
Absolute merit shall be assessed individually by each member of the Selection Committee on a scale from 0 (zero) to 20 (twenty), on the basis of the curricular and scientific information submitted by the candidate and considering the following dimensions:
- Suitability of the scientific track record to the scientific field and the profile of the post (0 to 5 points);
- Quality and consistency of scientific activity (0 to 5 points);
- Ability to carry out research independently at a level compatible with the Assistant Researcher category (0 to 5 points);
- Technical and professional capability appropriate to the duties to be performed (0 to 5 points).
The individual absolute-merit score awarded by each member of the Selection Committee shall correspond to the sum of the scores awarded for the four dimensions identified above and shall be duly reasoned, with reference to the curricular and scientific information supporting the scores awarded.
Each candidate’s absolute-merit score shall result from the aggregation of the individual scores awarded by the members of the Selection Committee, using the arithmetic mean.
A candidate shall be approved on absolute merit if they obtain a score of 10 points or higher. Candidates who obtain a score below 10 (ten) points shall not be approved on absolute merit and shall be excluded from the procedure, without prejudice to their right to a hearing of interested parties under the applicable legal provisions.
Absolute merit shall be assessed solely on the basis of the scientific, technical and professional level demonstrated by each candidate in relation to the requirements of the category, the scientific field and the profile of the post, without any comparison between candidates.
The score obtained in the assessment of absolute merit is used solely to determine whether the candidate passes or fails this stage and shall not form part of the final score or the relative ranking of candidates.
- Assessment of relative merit
Only candidates approved on absolute merit shall proceed to the assessment of relative merit for the purposes of final scoring and ranking.
- QUALITY AND RELEVANCE OF SCIENTIFIC AND TECHNICAL OUTPUT (QRPCT) - weighting: 40%.
- CAPACITY TO CARRY OUT AND COORDINATE SCIENTIFIC AND TECHNICAL ACTIVITIES (CEC) - weighting: 30%.
This criterion assesses the relevance, originality, currency and impact of the candidate’s scientific and technical output in the scientific field of the recruitment procedure, including indexed publications, scientific communications, patents, technical reports, development of laboratory methodologies and other relevant scientific outputs recognised by the scientific community.
In particular, scientific output from the last five years submitted pursuant to Article 15 of the Regulation shall be considered, having regard to its consistency with the scientific field and profile of the recruitment procedure.
The works selected by the candidate as most representative of their contribution to the development and advancement of the scientific field shall also be assessed, including the relevance of the candidate’s individual contribution.
Bibliometric indicators, including citation counts and the h-index, where used, shall constitute supporting elements only and may not be used exclusively or automatically.
This criterion considers experience in the design, implementation and management of research and development projects, team coordination, securing competitive funding, and the management of laboratory or experimental resources.
It also considers contributions to strategic programmes and public policy and the consolidation of research lines relevant to the scientific field of the recruitment procedure.
- SCIENTIFIC SUPERVISION AND ADVANCED TRAINING ACTIVITIES (OFA) - weighting: 10%.
This criterion assesses the supervision and co-supervision of students, research fellows or trainees, participation in examination panels and advanced training programmes, teaching activities, and links between teaching, research and the productive sector.
- PARTICIPATION IN SCIENTIFIC AND TECHNOLOGICAL MANAGEMENT BODIES (GCT) - weighting: 5%.
This criterion considers positions or functions held in scientific, laboratory or technological management bodies, including scientific councils, technical committees, editorial boards and research networks.
- KNOWLEDGE VALORISATION, TRANSFER AND DISSEMINATION ACTIVITIES IN SCIENCE AND TECHNOLOGY (VTD) - weighting: 15%.
This criterion assesses knowledge valorisation, transfer and dissemination activities involving the scientific and technical community, businesses and society at large, including outreach activities, scientific consultancy and the provision of specialised services.
Collaboration with companies and public entities, the development of applied research protocols, and participation in networks and collaborative innovation initiatives shall also be considered.
Open science and scientific and technical dissemination activities may also be considered, provided that they are relevant to INIAV’s mission and fall within the published criteria.
Other activities relevant to INIAV’s mission, including laboratory research activities and accumulated experience in competitive projects, shall be assessed under the criterion to which they substantively relate and shall not constitute separate unpublished criteria.
- QUALITY AND RELEVANCE OF SCIENTIFIC AND TECHNICAL OUTPUT (QRPCT) - weighting: 40%.
- Individual assessment and final score
Candidates shall be assessed individually by each member of the Selection Committee through the award of a reasoned numerical score in accordance with the approved evaluation grid and the criteria and weightings previously defined and published in this notice.
For the purposes of assessing relative merit, each criterion shall be scored on a scale from 0 (zero) to 20 (twenty), and each candidate’s individual score shall be calculated according to the following formula:
AC = 0.40 QRPCT + 0.30 CEC + 0.10 OFA + 0.05 GCT + 0.15 VTD
The final score for each candidate shall be the simple arithmetic mean of the individual scores awarded by the members of the Selection Committee, expressed on a scale of 0 to 20 points and calculated to three decimal places.
The score obtained in the curricular and scientific assessment method shall be expressed on a scale from 0 (zero) to 20 (twenty), calculated to three decimal places.
Candidates who obtain a score below 10 (ten) points in the mandatory method shall be excluded.
- Final ranking and reasoned roll-call vote
Once the candidates have been assessed and their respective final scores determined, the Selection Committee shall rank them in descending order of the score obtained.
The final ranking resulting from the scores obtained shall be submitted to the Selection Committee for decision by reasoned roll-call vote, with abstentions not permitted.
The reasoned roll-call vote is intended solely for the collegial approval of the final ranking of candidates and may not alter the result arising from the calculation of the final scores.
The direction of each member’s vote and the reasons for it shall be recorded in the minutes of the meeting.
Where candidates obtain the same final score, the tie-breaking criteria set out in this notice shall be applied successively.
- Tie-breaking criteria
Where candidates obtain the same final score, the following tie-breaking criteria shall apply:
a) Preference for candidates employed under Decree-Law No. 57/2016 of 29 August who apply to the recruitment procedure;
b) Preference for candidates in the situation provided for in Article 66(1) of the LTFP;
c) Higher score obtained in the Quality and Relevance of Scientific and Technical Output criterion;
d) If the tie persists, higher score obtained in the Capacity to Carry Out and Coordinate Scientific and Technical Activities criterion;
e) If the tie persists, higher score obtained in the Scientific Supervision and Advanced Training Activities criterion;
f) If the tie still persists, higher score obtained in the Knowledge Valorisation, Transfer and Dissemination Activities in Science and Technology criterion;
g) If the tie persists, the higher score obtained under the criterion Participation in Scientific and Technological Management Bodies (GCT) shall prevail.
- Assessment of absolute merit
- Mandatory selection method
- Publication
