Job Description:
Coppin State University is seeking a highly experienced and strategic Lieutenant to provide leadership and oversight within the University Police Department. The Lieutenant serves as a senior law enforcement professional with subject matter expertise in police reform and is responsible for advancing departmental objectives through effective leadership, employee engagement, performance management, recruitment, and professional development.
The Lieutenant plans, develops, and implements strategies, goals, and objectives that support the department’s operational and strategic priorities. This position oversees operations, workflow, projects, and systems with significant strategic impact while ensuring compliance with applicable laws, regulations, University policies, and police reform initiatives.
The Lieutenant participates in strategic planning, establishes and enforces departmental processes and practices, and is accountable for operational and financial resources within their area of responsibility. The position exercises substantial independent judgment and managerial authority, with significant latitude to make decisions and act on behalf of senior leadership as needed. The Lieutenant provides expertise and recommendations to upper-level University leadership on personnel, financial, operational, and significant strategic matters.

Responsibilities:
- Direct and oversee all Support Services Bureau operations,
including records, training, fleet, equipment, quartermaster,
logistics, procurement, and administrative functions to ensure
operational efficiency and accountability.
