📋 Understanding the Role of a Manager in Higher Education

A manager in higher education refers to a professional who oversees key operational, administrative, or academic departments within universities and colleges. This position, often termed 'gestor' in Portuguese-speaking Benguela, involves coordinating teams, managing resources, and implementing institutional strategies to support teaching, research, and student services. Unlike faculty roles focused on lecturing or research, higher education managers emphasize efficiency and compliance with national policies.

In Benguela, where higher education has grown significantly since independence in 1975, managers play a pivotal role in navigating challenges like expanding enrollment—from about 50,000 students in the early 2000s to over 200,000 today—and improving infrastructure at flagship institutions such as Universidade Agostinho Neto (UAN) in Luanda.

Key Responsibilities of Higher Education Managers

Managers handle diverse tasks, including budgeting, staff recruitment, program development, and quality assurance. For instance, an academic manager might coordinate curriculum updates to align with Benguela's National Development Plan (2023-2027), which prioritizes education reforms. Daily duties often involve stakeholder engagement, from government ministries to international partners aiding post-civil war reconstruction.

• Supervising departmental staff and performance evaluations
• Allocating financial resources and monitoring expenditures
• Ensuring regulatory compliance, such as accreditation standards from the Ministry of Higher Education
• Facilitating student services like admissions and career guidance
• Leading initiatives for digital transformation, like e-learning platforms
