The National Authority for Research is organizing a competition to fill the position of General Director at the „Grigore Antipa” National Institute for Marine Research and Development (INCDM) Constanța, in accordance with the provisions of Government Decision no. 743 of September 18, 2026, regarding the approval of the competition methodology for the position of General Director at national research and development institutes, published in the Official Gazette, Part I, no. 804 of September 22, 2026.

The „Grigore Antipa” National Institute for Marine Research and Development (INCDM) Constanța is headquartered at 300 Mamaia Boulevard, Constanța, Constanța County.

Its field/scope of activity consists primarily of scientific research and technological development in the areas of marine ecology and environmental protection, oceanography, marine and coastal engineering, as well as the management of living resources in the Black Sea and other oceanic zones, in order to meet national and international interest requirements within its own exclusive economic zone in the Black Sea, in accordance with the provisions of Annex no. 2 to Government Decision no. 253/2015 regarding the establishment of national research-development institutes in the fields of environmental protection, ecology, and sustainable development through the reorganization of the National Research-Development Institute for Environmental Protection, as well as the updating of asset data and the Organization and Functioning Regulation of the „Grigore Antipa” National Research-Development Institute for Marine Research (I.N.C.D.M. Constanța), as set out in Annex No. 2.a) thereto.

Candidates must cumulatively meet the participation requirements for the competition stipulated in Art. 17² para. (1) of Law No. 183/2024 regarding the status of research, development, and innovation personnel, as subsequently amended and supplemented.

The documents required for registration for the competition are those stipulated in Art. 9 of the Annex to Government Decision No. 743/2026 regarding the approval of the competition methodology for filling the position of General Director at national research-development institutes.
