Manager, Laboratory and Technical Services (Operations and Safety) at James Cook University: What the Role Actually Demands

What applicants need to know before the deadline

Top University Jobs at JCU

Last week a technical services coordinator in Brisbane asked me the question behind most serious applications: 'The salary is fine, but after the year JCU has had, what would I actually be walking into?' She was right to ask.

James Cook University is hiring a Manager, Laboratory and Technical Services (Operations and Safety) for its Education Division. The post is full-time and continuing at 36.25 hours a week, based at the Townsville Bebegu Yumba campus, and classified at HEWL 8 from $111,960 to $128,567 per annum plus up to 17 per cent superannuation. The title is long; the substance is sharper. This person leads the planning and delivery of technical services across the Academy's research facilities and JCU Stores, and makes sure facilities, specialist equipment and resources stay safe, compliant and ready for researchers. The manager will also set the priority order when competing work lands at once.

The portfolio is not one lab. It spans biological sciences, chemistry, geology, dentistry and engineering laboratories across multiple facilities and campuses. That means biological safety cabinets, chemical storage, scheduled medicines, radiation sources, gene technology dealings, dangerous goods and the full WHS apparatus that sits behind them.

What the role actually manages

James Cook University sizes the role by its estate, not by a single building. The advertisement names the Academy research facilities and JCU Stores as the two biggest operational commitments. In plain terms, the manager owns the readiness of teaching and research laboratories across disciplines and the stores function that supplies them.

Physical containment is the load-bearing frame. JCU's Townsville campus runs Physical Containment Level 2 (PC2) and Level 3 (PC3) certified laboratories, including spaces associated with the Australian Institute of Tropical Health and Medicine. PC2 laboratories are used for work with moderate-risk biological agents. PC3 laboratories are designed for highly infectious agents such as tuberculosis, with airlocks, negative pressure and dedicated decontamination equipment. A manager in this role does not need to be the bench expert in every discipline, but does need enough working knowledge to know when a containment problem is a maintenance issue, a training gap or a regulatory breach.

Stores and inventory matter more than the title suggests. If a teaching laboratory runs out of consumables or a researcher cannot get specialist gas, the safety system does not absorb that failure; the people working in the lab do. Good stores management is a risk control, not a back-office task.

The restructure that preceded this advertisement

There is a reason the unit is hiring. James Cook University spent much of 2026 running a Change Management Plan across Laboratory and Technical Services. The National Tertiary Education Union (NTEU) objected to a spill and fill process in which staff lost existing roles and had to apply again for new ones, and a rally outside The Science Place on 3 August argued that workloads, teaching support, research support, safety and continuity were being put at risk. The union's account of that campaign sets out the staff-side concerns in detail.

The university's final decision arrived in October. The Veterinary Diagnostic Pathology Laboratory stays open with two full-time staff, down from three, and the Vice Chancellor's 9 October 2026 announcement puts the overall net loss across the unit at about five full-time positions. The university frames the restructure as an attempt to make operational and safety accountability clearer and keep services sustainable. Both things are true: consultation changed the plan, and a service unit that lived through a year of insecurity now has fewer people carrying the load.

The new manager will not inherit a blank sheet. Experienced technical staff have left, and some support functions have been pared back. The trust of people who stayed has to be re-earned shift by shift, and that is the actual first ninety days.

What the selection panel is really asking

The advertisement lists six selection criteria. Each one is a request for evidence, not a prompt for adjectives. The panel wants to know whether you have run the room before, not whether you understand the theory of running it.

  • Management experience within scientific or engineering research laboratories, or a comparable technical service environment, with an understanding of what complex, regulated laboratories demand operationally.
  • Leadership of diverse teams in technical environments, including evidence that you strengthened capability and built a culture of safety, accountability and high performance.
  • Working knowledge of biological, chemical and engineering laboratories, including physical containment facilities, specialist equipment and analytical instruments.
  • A demonstrated record leading safety and compliance, covering WHS requirements, risk management, dangerous goods, scheduled medicines and poisons, Australian Laboratory Standards, and biosecurity, gene technology, radiation and associated regulatory obligations.
  • Experience overseeing stores, inventory and related services in a research or technical environment, with proof that stock management stayed responsive when demand changed.
  • Evidence that you can plan and coordinate people, budgets and equipment when competing demands collide, and show how you decide what gets attention first.

For a candidate coming from industry or government, the university context has two distinct rhythms. Decisions are more distributed, and the regulator-facing work rests on committees, certifications and annual inspections. The selection panel will read each criterion response as a clue about whether you can work inside that slower accountability structure without losing momentum.

Salary, super and the Townsville arithmetic

At the top of the HEWL 8 band, $128,567 plus 17 per cent employer superannuation puts total remuneration close to $150,000 before leave loading. The benefits list is long and specific: five weeks of annual recreation leave with loading, fifteen days of paid sick and carer's leave, up to six months of paid parental leave, flexible working options, staff study assistance and paid study leave, Fitness Passport, a corporate health insurance discount, an Employee Assistance Program, and on-site childcare and medical services at the Townsville campus.

Townsville property has moved quickly. Domain's June quarter 2025 house price report put the median at $599,000, and five suburbs recorded annual growth above 35 per cent. That is a sharp rise from a low base, but the city still prices well below southern capitals. Anyone relocating should check current figures with a local agent rather than rely on older comparisons.

National technical workforce data gives useful context. Jobs and Skills Australia counts science technicians at roughly 22,400 workers in May 2025, with Queensland holding about 24 per cent of the workforce, and projects the number to reach around 24,400 by 2035. The occupations are not rated in national shortage, but regional Townsville remains its own constrained labour market. That is exactly why the university wants a manager who can keep and develop the technical staff it already has.

How the application should read

JCU's portal process looks standard, but the cover letter and the separate selection criteria document do most of the heavy lifting. You create an applicant account on the careers site, complete the application form, upload a current resume, and upload a cover letter addressing the Key Requirements for Success in the Role Profile plus the advertised selection criteria. A separate document responding to each criterion, one by one, is the single biggest determinant of whether a strong CV gets read properly.

Write those responses like a technician would write a procedure: specific, measurable, reproducible and tied to a named outcome. Give numbers where they exist, such as staff supervised, instruments managed, containment levels, budget size and incident-rate changes after a safety initiative. Australian panels respond to evidence, not adverbs.

Enquiries go to Dr Amanda Norton at amanda.norton1@jcu.edu.au. The application close date on the official listing is 1 November 2026, but candidates should double-check the live portal because dates can shift. The official job advertisement carries the full Role Profile and the exact application steps.

Who should actually apply

The move from senior technician to technical services manager is not a promotion of bench skill; it is a change in what you are evaluated on. A good technician is judged on what they produce. A good manager is judged on what the team produces, and on whether the systems still function when they are not in the room. If that description sounds energising rather than exhausting, this role will fit.

Candidates who currently lead a laboratory operations function in industry, government or health will recognise the regulatory core. University culture adds its own friction: distributed decision-making, committees with real authority, and an annual inspection cycle that cannot be deferred. The core job, keeping containment facilities compliant and keeping staff competent, carries the same weight as it does anywhere else.

One step to take this week

Before you touch the cover letter, contact Dr Amanda Norton with one substantive question. Ask about the current state of the laboratory estate, the biggest safety challenge the team faced this year, how the technical services leadership group works day to day, or what the incoming manager's first quarter should concentrate on. Leave salary and parking questions for later.

If you are weighing a Townsville move, check current rental figures with a local agent and ask about on-campus services. Those details never sit in a job advertisement, but they decide whether the role still works for you two years in.

Frequently Asked Questions

🔬What does the Manager, Laboratory and Technical Services (Operations and Safety) at JCU actually do?

The role leads planning and delivery of technical services across the Academy's research facilities and JCU Stores. The manager ensures facilities, specialist equipment and resources stay safe, compliant and operationally ready, and works across biological sciences, chemistry, geology, dentistry and engineering laboratories. It is a systems, people and compliance role rather than a bench position.

📍Where is the JCU Townsville Bebegu Yumba campus?

The campus is in Douglas, about 12 kilometres south-west of the Townsville CBD. Townsville is the largest city in northern Queensland, with an economy anchored by defence, healthcare, education and the port. JCU also has major operations in Cairns and facilities elsewhere in the region.

💰What is the salary for this role?

The role is classified HEWL 8 from $111,960 to $128,567 per annum plus up to 17 per cent employer superannuation. At the top of the band, total remuneration approaches $150,000 before leave loading and other benefits such as five weeks of annual leave.

🎓What qualifications do I need?

JCU looks for relevant qualifications plus demonstrated leadership and operational management experience in a complex laboratory or technical service environment. The panel weights evidence of running regulated laboratories, managing staff, and leading safety and compliance more heavily than a particular credential alone.

🏠Do I need to live in Townsville?

The successful candidate must be based in Townsville or willing to relocate before commencement. If relocating, check current rental and purchase figures with a local agent, and ask about on-campus services such as childcare and medical facilities.

🏗️What is the restructure background at JCU?

JCU ran a Change Management Plan across Laboratory and Technical Services through 2026. The final plan, announced in October 2026, kept the Veterinary Diagnostic Pathology Laboratory open with two full-time staff and resulted in a net loss of about five positions across the unit. The incoming manager joins a unit rebuilding after that change.

📄How do I apply for this role?

Apply through the JCU careers portal. Complete the application form, upload a current resume, upload a cover letter addressing the Key Requirements for Success and the selection criteria, and upload a separate document responding to each criterion. For enquiries contact Dr Amanda Norton at amanda.norton1@jcu.edu.au.

🗓️When do applications close?

According to the official listing, applications close on 1 November 2026. Check the live JCU careers page before submitting, as dates can shift.

📋What selection criteria will I need to address?

The advertisement lists six criteria covering management experience in research laboratories, leadership of technical teams, working knowledge of biological, chemical and engineering laboratories, safety and compliance leadership, stores and inventory management, and coordination of competing demands across disciplines and locations.

👥Is this a bench scientist job or a management job?

It is a management job. The role leads staff, budgets and service planning. A strong candidate may have a technical background, but the evaluation centres on what the team produces and whether systems work when the manager is absent.

🛡️What safety and regulatory knowledge matters most?

Core areas are Queensland WHS requirements, risk management, dangerous goods, Scheduled Medicines and Poisons, Australian Laboratory Standards, and biosecurity, gene technology and radiation compliance. Physical containment knowledge matters because JCU operates PC2 and PC3 certified spaces.

❓What should I ask before applying?

Ask the named contact one substantive question: the current state of the laboratory estate, the biggest safety challenge the team faced this year, how the technical services leadership group works, or what the first quarter should concentrate on. A focused question demonstrates the judgement the panel is trying to hire.
