Procurement Partner (Projects) at QUT: What the New Role Involves

A $416 million supply chain needs someone who runs tenders and category strategies, not purchase orders

Queensland University of Technology is hiring a Procurement Partner (Projects), and the advertisement is aimed at people who have run complex tenders, not people who process requisitions. The title sounds administrative; the workload isn't. The job sits in Finance Business Solutions within the Chancellery Division, pays a base salary of $136,251 to $142,738 a year, and is an ongoing full-time appointment based primarily at Kelvin Grove, with Gardens Point work as required. Applications close at 11.30pm AEST on 5 November 2026.

The role matters because of the size of the book it touches. QUT transacted with 3,766 external suppliers in 2023 and spent $416.02 million on goods, services and works, excluding corporate card purchases and GST. That's a mid-market company's supply chain running inside a public university that has to reconcile speed with Queensland probity rules.

What the role actually covers

QUT's spend is grouped into four families: research equipment and consumables, technology, business and teaching services, and property and facilities. A procurement partner works across those families, coordinating complex, high-value and high-risk sourcing and identifying savings and broader value opportunities, while using data-driven insights to support decisions. The same description asks them to strengthen procurement governance and consistency across major projects.

In practice that means a sequence running from planning to post-award management. The partner helps a faculty define what it needs, shapes a sourcing strategy, runs the tender or request for quote, convenes the evaluation panel, awards the contract, and then monitors supplier performance after the ink dries. Each step produces documentation that can be audited years later, which is where probity discipline stops being a slogan.

The projects angle is substantive. QUT is currently running work that needs exactly this oversight: a $3.4 million retrofit of P Block at Gardens Point to meet proposed indoor-air-quality standards, the redevelopment of the Kelvin Grove pool into a high-performance teaching and research facility, and electrical upgrades delivered inside live laboratory buildings. A new stadium flagged for the Kelvin Grove precinct ahead of Brisbane 2032 will add another layer of property and facilities spend. Consultants who work across the sector note that construction is often run by project teams with limited procurement capability; this role exists to fix that.

The money and the market

QUT has classified the position at Higher Education Worker Level 9 (HEW9). The base salary is $136,251 to $142,738. QUT's HEW9 band carries 17 per cent superannuation and 17.5 per cent leave loading on top, which in the equivalent band published alongside its recent Procurement Partner roles put the full package at $161,241 to $168,919.

Set against peers, that's a mid-to-upper offer. Senior university procurement roles in Australia cluster in a band, and the table shows where QUT sits.

InstitutionRoleLevelBase salary (A$)
QUTProcurement Partner (Projects)HEW9136,251 to 142,738
MonashPurchasing ManagerHEW9140,157 to 148,769
UWACategory ManagerLevel 9139,660 to 147,783
FlindersProcurement Category ManagerHEO9133,860
UQProcurement Category ManagerHEW8117,958 to 132,247

Base rate first: HEW9 procurement salaries in the sector generally sit between about $132,000 and $149,000. QUT's range sits in the upper third of that spread. The exception worth underlining is the on-costs. At 17 per cent, QUT's employer superannuation contribution sits well above the 12 per cent superannuation guarantee, which shifts the real value of the offer more than the headline number suggests.

On top of the money, QUT lists benefits that matter to mid-career professionals: primary carer parental leave of up to 26 weeks including superannuation, a purchased leave scheme of up to eight extra weeks, salary packaging, and access to discounted health cover and a fitness passport.

Why the role is opening now

The timing isn't random. Australian universities are under capital pressure. Universities Australia has documented that sector capital spending dropped sharply after 2019 and that universities now depend on their own operating surpluses to fund buildings, because dedicated government capital grants have largely dried up. A Nous Group survey of more than 50 chief operating officers across Australia, Canada, New Zealand and the UK found 56 per cent had cut capital investment plans, while only 31 per cent still ranked the on-campus student experience as a strategic priority, down from 78 per cent three years earlier.

When capital budgets tighten, procurement stops being a back office and becomes the place savings either happen or don't. The same pressure is pushing collaborative buying. The University Procurement Hub, run through Higher Education Services, aggregates volume across institutions for standardised categories such as office supplies, laboratory consumables, telecommunications and certain IT categories. QUT has been moving on its own stack in parallel: its OneAdvanced Purchasing Marketplace reports savings of more than $30,000 a month through supplier consolidation, with more than 2,000 active users.

The Queensland rules that shape the job

A procurement partner at QUT works inside two rulebooks. The first is QUT's Procurement Policy, which commits the university to value-for-money decisions that aren't made on lowest cost alone and to buying from ethical, environmentally responsible suppliers, including Indigenous and social enterprises. The second is the Queensland Procurement Policy 2021, which QUT's policy explicitly mirrors.

That state framework is unusually prescriptive. Significant procurements can carry a local benefits test weighted up to 30 per cent. Major projects of $100 million and above must apply best-practice principles for safe, quality workplaces. The Ethical Supplier Mandate, meanwhile, screens suppliers against wage underpayment and sham-contracting behaviour. The policy also sets targets that flow into everyday buying: at least 25 per cent of spend by value from Queensland small and medium enterprises, and 3 per cent with Aboriginal and Torres Strait Islander businesses.

For anyone coming from the private sector, this is the part that takes longest to internalise. A cheaper-looking tender can lose to one that scores higher on local workforce participation, Indigenous business engagement, sustainability, or safe-workplace practices. The partner's job is to run processes that survive an audit on all of it. QUT's annual modern slavery statement, which tracks its 3,766 suppliers, shows how seriously the institution now treats what sits further down the chain.

What a strong application looks like

QUT scores applications against written selection criteria, and the panel wants evidence rather than adjectives. The position description asks for postgraduate qualifications in procurement or a related business or law discipline with extensive relevant experience, or an equivalent combination of management experience and training. It also calls for senior-level category management across high-value, high-risk projects, plus demonstrable data analytics: quantifying savings, assessing return on investment, monitoring benefits and recommending continuous improvement.

That analytics criterion is where most applications blur. Writing that you used data to drive decisions won't separate you from the pile. Writing that you consolidated a laboratory consumables category from 14 suppliers to three and cut annual spend by 9 per cent will. A procurement lead at another Queensland institution, call her Renee, described the difference between a competitive and a losing application as specificity rather than experience; panels read dozens of generic claims and remember the one with a dollar value and a date attached.

Before you draft, gather four pieces of evidence:

  • A recent end-to-end tender with scope, budget, contract length and outcome.
  • A quantified savings or value outcome from category management.
  • A supplier performance or stakeholder conflict you resolved, with the result.
  • Evidence of probity and conflict-of-interest handling in a regulated setting.

The role is open to applicants with ongoing full-time work rights in Australia, and QUT explicitly encourages Aboriginal and Torres Strait Islander people to apply. You submit one application through QUT's NGA recruitment portal, and the full position description and criteria are available through the listing.

What this means for procurement teams

One opening can look like a one-off, but the pattern at QUT says otherwise. Across the past two years the university has advertised Procurement Partner roles in Technology, Property and Facilities, and Facilities Management, plus two generalist Partner positions that closed in late October 2026. That's capacity building around a category model, not a backfill cycle.

The base rate across the sector is still the opposite: procurement functions thin on headcount and buried in compliance, with construction, energy, IT and facilities-management spend managed transactionally rather than strategically. The exception is institutions investing in data analytics and dedicated category leads, and they're competing for the same small pool of people. If your team is one strong hire away from running tenders properly, QUT's advertisement is a useful benchmark for what the market now expects: commercial acumen, analytics, category management, and the ability to influence people who don't report to you.

The concrete next step

Download the position description and map three of your own procurements against the selection criteria before you write a word: a high-value tender you led end to end, a savings outcome you can quantify, a supplier or stakeholder problem you resolved, and the analytics work that sat underneath each one. Then submit through the QUT recruitment portal before 11.30pm AEST on 5 November 2026. The full details sit on the AcademicJobs university jobs listing.

Frequently Asked Questions

📋What is the QUT Procurement Partner (Projects) role?

It's an ongoing, full-time position in QUT's Finance Business Solutions team, within the Chancellery Division. The person hired will provide expert procurement and category management advice, coordinate complex and high-value sourcing activities, identify savings, and use data-driven insights to support decisions across QUT's spend categories. The role is based primarily at Kelvin Grove, with Gardens Point work as required.

💰How much does the Procurement Partner (Projects) role pay?

The base salary is $136,251 to $142,738 a year, classified at Higher Education Worker Level 9 (HEW9). With QUT's 17 per cent superannuation and 17.5 per cent leave loading, the equivalent full package published alongside the university's recent Procurement Partner roles is $161,241 to $168,919.

📍Where is the role based and is it hybrid?

The position is based primarily at QUT's Kelvin Grove campus in Brisbane, with work at the Gardens Point campus as required. QUT advertises the role as hybrid, reflecting its broader commitment to a blend of on-campus and off-campus work.

📅When do applications close?

Applications close at 11.30pm AEST on 5 November 2026. You apply once through QUT's NGA recruitment portal, where the full position description and selection criteria are published.

🎓What qualifications do I need?

QUT asks for postgraduate qualifications in procurement or a related business or law discipline with extensive relevant experience, or extensive management experience with proven expertise, or an equivalent combination of education and training. Practical senior-level category management experience matters at least as much as formal credentials.

🧩What does category management mean in this role?

Category management means treating a group of similar purchases as a portfolio rather than a series of one-off buys. At QUT the categories are research equipment and consumables, technology, business and teaching services, and property and facilities. The partner builds strategies for each, runs tenders, negotiates contracts and manages supplier performance across the lifecycle.

🏗How is the Projects role different from QUT's other Procurement Partner roles?

QUT has advertised several Procurement Partner positions across the past two years, including Technology, Property and Facilities, Facilities Management, and two generalist Partner roles. The Projects role is oriented toward major projects and strategic procurement activities across the university, with an emphasis on coordinating complex, high-value or high-risk sourcing and strengthening project outcomes and governance.

🏛Why does the Queensland Procurement Policy matter for this job?

QUT's own Procurement Policy aligns with the Queensland Procurement Policy 2021. In practice, significant procurements can carry a local benefits test weighted up to 30 per cent, major projects of $100 million and above must apply best-practice principles for safe workplaces, suppliers are screened under the Ethical Supplier Mandate, and there are targets for Queensland SME and Indigenous business spend. A procurement partner has to run processes that satisfy these rules and still deliver value for money.

🔄Can I apply if I've never worked in a university?

Yes. The advertisement does not require prior university experience, and QUT regularly hires procurement professionals from government and the private sector. What it does require is senior-level strategic procurement and category management experience, comfort with public-sector probity and governance, the ability to influence stakeholders across a complex organisation, and a willingness to learn QUT's delegations and purchasing thresholds.

🧾What superannuation and benefits does QUT offer?

QUT offers up to 17 per cent superannuation plus 17.5 per cent leave loading. Other benefits include primary carer parental leave of up to 26 weeks including superannuation, a purchased leave scheme of up to eight extra weeks, salary packaging, Fitness Passport access, discounted private health insurance, and professional development and study assistance.

📊How does QUT's pay compare with other Australian universities?

QUT's HEW9 band sits in the upper third of Australian university procurement roles. Comparable positions include Monash's Purchasing Manager at $140,157 to $148,769, UWA's Level 9 Category Manager at $139,660 to $147,783, Flinders' Procurement Category Manager at $133,860, and the University of Queensland's HEW8 Procurement Category Manager at $117,958 to $132,247.

📨How do I apply for the Procurement Partner (Projects) role?

Start your application through QUT's NGA recruitment portal by clicking the begin button, then log in or create an account and complete the application form. You'll need to address the selection criteria with specific evidence. The portal link and full position details are available through the job listing, and applications close at 11.30pm AEST on 5 November 2026.
