Project Manager at James Cook University: What the Role Involves

Why James Cook University is hiring right now

James Cook University (JCU) is advertising a full-time Project Manager in its Estate Directorate, based at the Bebegu Yumba campus in Douglas, Townsville. The listing closes on 1 November 2026. The band is HEWL 9 — $130,115 to $137,625 a year — with employer superannuation of up to 17 per cent on top, and the advertisement describes the appointment as continuing.

That last word matters more than it looks. The same role has appeared in fixed-term form in earlier recruitment rounds, so anyone weighing an application should read the term carefully before submitting. What hasn't shifted is the core of the work: planning and delivering complex building projects, extensions, refurbishments and infrastructure upgrades across the university's campuses and off-site locations, with day-to-day direction of consultants and contractors.

Universities rarely make headlines for their capital works, yet a project manager is one of the few staff jobs where you can stand inside the result of your work within a couple of years. At JCU, that result has lately been a $100 million engineering building.

Why James Cook University is hiring right now

JCU educates more than 21,000 students across campuses in Townsville and Cairns in Queensland, plus a campus in Singapore, and its capital spending is the physical side of that mission. The Northern Australia Infrastructure Facility (NAIF), the Commonwealth lender that backs projects in the north, has approved up to $96 million for JCU's Engineering and Innovation Place and up to $46 million for the Burralga Yumba student halls — close to $150 million across two investment decisions. NAIF's project pages put JCU's capital investment at more than $500 million over the past decade. That's the context for a continuing project manager hire, not a one-off job to deliver a single shed.

Engineering and Innovation Place is the showpiece. It opened in February 2024 at about $100 million, a four-storey, 9,400-square-metre building with 23 laboratory spaces, a workshop, a multi-modal studio and a LEED Gold sustainability rating. Burralga Yumba, the $54.4 million student residence that opened in July 2022, added more than 400 beds and is operated by UniLodge; construction generated about 348 jobs.

The pipeline does not stop there. Tender documents refer to a Townsville campus plan that runs to 2035 and an Estate Executive Plan for 2025 to 2035, and JCU keeps issuing requests for principal consultants, civil packages, grounds works and drainage remediation around the new precinct. The Townsville Campus Renewal program, announced as a seven-year effort affecting more than 50 buildings, has been refurbishing learning and teaching spaces while demolishing ageing stock to pull the campus into a tighter central core.

What the job asks of you

The Estate Directorate sits between strategic planning and delivery. Reporting to the Manager, Capital Projects, you plan and implement new buildings, extensions, refurbishments and infrastructure upgrades on campus and at off-site locations, and you give day-to-day direction to consultants and contractors. That footprint spans the Townsville and Cairns campuses, a campus in Singapore, and study centres including Mackay, Mount Isa, Thursday Island and Brisbane.

  • Plan and deliver complex building, refurbishment and infrastructure projects
  • Manage projects across multiple campuses and off-site locations
  • Provide day-to-day direction to consultants and contractors
  • Keep projects on time, on budget and finished to the agreed specification

JCU wants someone who has already worked in a large, complex organisation, where a single decision can ripple into teaching timetables, research continuity and a live campus. You need a working grasp of legislation, regulations, codes and standards, and the advertisement flags negotiation with contractors, consultants and suppliers — plus the academics whose labs sit inside those buildings — as a core skill. Familiarity with construction contract delivery models is an advantage; JCU's recent tenders have run under amended AS4000 and AS4902 contracts. A genuine interest in sustainable building and emerging technologies is written into the brief.

University capital work is slower than the private sector in some ways — committee approvals, heritage considerations, live campuses — and faster in others, because teaching calendars are immovable. The people who do well here are comfortable with both speeds.

How the package compares

Base rate first, because that is what most people check before anything else. HEW 9 project management posts at other Australian universities run higher than JCU's band. The University of Queensland lists a HEW 9 project management role at $135,300 to $143,081 plus 17 per cent super; the University of the Sunshine Coast advertises its Level 9 project office lead at $134,332 to $140,696 plus 17 per cent; UNSW in Sydney starts its Level 9 project management posts from about $148,000. JCU's $130,115 to $137,625 sits roughly $4,000 to $10,000 a year below those metro comparators. That's the regional discount, and it's real.

The exception is what wraps around the number. JCU runs a 36.25-hour standard week, five weeks of annual recreation leave plus leave loading, 15 days of paid sick and carer's leave each year, and up to six months of paid parental leave. Superannuation is up to 17 per cent with UniSuper. Flexible working options, staff study assistance, paid study leave, a Fitness Passport and an on-campus medical centre and childcare are part of the standard offer. The full benefits list and the application link are on the JCU careers page.

A project manager who moved from a Queensland council into a university estates team once told me the surprise was the calendar more than the pay — the shorter standard week and the fifth week of leave change how a delivery schedule breathes. Multiply that observation by every capital works directorate in the country and it explains a lot about why people stay in these roles for a decade.

What this means for your application

Most applications for a role like this fail on evidence, not on enthusiasm. The base rate is a pile of CVs that list project management but never name a delivered outcome — no budget figure, no programme length, no contract model, and nothing about what went wrong and got fixed. The exception is the applicant who can say which projects they finished, at what cost, under which contract, and what they changed when the programme slipped.

Before you write the cover letter, read the public record of the projects you would inherit. The Northern Australia Infrastructure Facility keeps project pages for the Engineering and Innovation Place and the Burralga Yumba student halls, and JCU's own write-up of the engineering building is a fast way to absorb the sustainability and tropical-design language the Estate team actually uses. Two hours with those documents beats a generic paragraph about stakeholder management.

The process itself is straightforward: create an applicant account on the JCU careers page, complete the form, and upload a resume and a cover letter that maps your experience to the key requirements. Enquiries about the role go to Nathan Shepherd at nathan.shepherd@jcu.edu.au. The advertisement says all applicants will be contacted and advised of an outcome once the process is finalised.

The Townsville trade-off

The role is on-site at the Bebegu Yumba campus, 13 kilometres from the Townsville city centre in the suburb of Douglas. The campus covers 386 hectares of bush and parkland and sits on Bindal Country; the name Bebegu Yumba means "place of learning" in the local Birri-Gubba language. Townsville is Australia's largest tropical city, home to about 190,000 people and, by JCU's own description, around 300 days of sunshine a year. Summers run hot and humid — roughly 24 to 32 degrees — while winters sit between 13 and 26 degrees.

The trade-off is the one regional employers have always offered: a lower headline salary against a cheaper cost of living and a shorter commute. JCU's material describes Townsville as an easy place to live with low costs, and the campus has on-site childcare and a medical centre, which matter more to a relocating family than any corporate discount. The JCU Townsville campus page sets out the facilities and the surrounding region in detail.

One concrete next step

Open the position description today and note the date: 1 November 2026. Then write the cover letter against the key requirements, naming the projects you have delivered, their budgets and their contract models. The role is listed on AcademicJobs.com, where you can compare it with other university project management openings, and applications go through the JCU careers site. If you can't state, in one sentence, the last project you brought in on time and on budget, fix that sentence first.
