Institute Operations Manager TMCI at James Cook University: A Build-the-System Role in Townsville

What the operations manager will actually be asked to do in year one

Top University Jobs at JCU

James Cook University has advertised a professional staff role that matters less for what it manages than for what it must build. The Institute Operations Manager (TMCI) is a full-time, fixed-term appointment based at the Bebegu Yumba campus in Townsville, and the successful candidate will establish the operating spine of the university's new Tropical Marine and Coastal Institute (TMCI) before most of its permanent researchers have moved in. The salary sits at Higher Education Worker Level 8 (HEWL8): $111,960 to $128,567 a year, plus employer superannuation of up to 17 per cent, and applications close on 8 November 2026.

That is a generous package by the standards of university professional staff in Australia, and the 12-month term is just as consequential as the pay. JCU has said the appointment has the potential to continue after the initial project, but the first year is the piece the university is hiring for directly: stand up operations, governance, financial advice, risk management and the internal and external relationships a new institute cannot operate without.

What the operations manager will actually be asked to do in year one

The position description is specific about what sits inside those first 12 months. The incoming manager will prepare business cases, forecasts, plans and high-level reports; support budgeting and forecasting; advise senior leaders on financial and business decisions; and strengthen governance, compliance and risk management. They will also be the person who makes sure operational priorities, projects and risks are communicated clearly enough to steer decisions rather than sit in a risk register.

Put more bluntly, this is the job that turns strategic phrasing into roster lines, budget cycles, procurement decisions and board papers. At HEWL8, JCU expects someone with substantial experience in financial, business and strategic planning inside a large or complex organisation. An understanding of marine and coastal research is not essential, but the advertisement says it will be highly regarded.

That last line is where the candidate pool splits. University operations managers often move between faculties and centres without deep knowledge of the underlying science. A person who has managed a research centre, a natural resource agency or a science-heavy government portfolio will read the advertisement differently from someone whose planning experience comes from retail or human services, and JCU has left room for both.

Townsville and the research infrastructure behind the role

The Bebegu Yumba campus, named from the Birri-Gubba language and meaning 'Place of Learning', sits close to the marine and aquaculture research facilities that underpin TMCI. The Marine and Aquaculture Research Facility (MARFU) on campus circulates more than 1.4 million litres of seawater through biological filters and bioremediation tanks, supporting twenty temperature-controlled research laboratories. Those are not abstract assets. They are the controlled environments where much of TMCI's research will be designed, and their maintenance, scheduling and safety systems are exactly the kind of operational detail the new manager will inherit.

JCU's marine research credentials are not regional vanity. In the 2024 US News Best Global Universities subject tables, the university was ranked fourth worldwide for Marine and Freshwater Biology, and ShanghaiRanking placed JCU's Ecology subject fifth globally and first in Australia. National comparisons can be cold comfort until you notice the other institutions in the same band are mostly large research-intensive universities with decades of marine investment. JCU's advantage is proximity: the Great Barrier Reef is effectively the field station, and the university has built research centres around that fact.

TropWATER, the Centre for Tropical Water and Aquatic Ecosystem Research, employs more than 150 staff and 100 postgraduate students. TMCI also draws on the Centre for Sustainable Tropical Fisheries and Aquaculture, whose research themes span fisheries science and management, aquaculture and animal health, seafood and human health, and livelihoods, equity and governance. The July 2026 Global Summit on Coastal Resilience and Habitat Restoration at Bebegu Yumba produced the Townsville Statement, a five-year international roadmap for restoring wetlands, mangroves, seagrasses and oyster reefs. The link to this job is practical: an institute will be judged by whether it can turn scientific work into funded, governed and reported programs rather than by fieldwork alone.

Pay, conditions and what fixed-term means in practice

Salary and conditions follow JCU's enterprise agreement for professional and technical staff. HEWL8 runs from $111,960 to $128,567 a year, with up to 17 per cent employer superannuation through UniSuper. The standard package includes five weeks of annual recreation leave plus leave loading, 15 days of paid sick or carer's leave a year and up to six months of paid parental leave. Staff also have access to flexible working options, study assistance and paid study leave, Fitness Passport, and health insurance discounts. On-campus childcare and medical services are available at Townsville.

That is a competitive professional services package, but the 12-month fixed-term element is the part candidates should test in an interview. JCU says the role sits inside an initial project with a potential for a longer-term opportunity, not a guarantee of continuation. The practical question for anyone relocating to Townsville is whether a first-year operational build generates enough momentum to become a recurring position. Candidates are encouraged to ask about the institute's budget horizon and the director's start date before they accept an offer.

What a strong application will need to show

The application asks for a current resume and a cover letter that explains relevant experience against the key requirements. That instruction matters. JCU's process is explicit that all applicants will be advised of an outcome once the recruitment process is finalised, and the university encourages people from all backgrounds who meet the role requirements to apply.

Good cover letters for this kind of role will not repeat the position description. They will show a financial planning problem the candidate solved, a governance structure they improved, a risk register they made useful, or a set of stakeholders they brought into alignment on a contested budget decision. Each of those is more convincing than a list of previous titles. The full AcademicJobs listing carries the same closing date and location, and the direct application sits on JCU's careers portal.

Where this role sits in JCU's larger bet on marine research

JCU's decision to recruit an operations manager alongside a director reveals something about the university's strategy. New research institutes often appoint scientific leaders first and operations staff later, once the first funding round has landed. JCU has reversed that order, or at least run the two searches in parallel. That suggests the vice-chancellor and research division understand the translation problem: a research institute without a functioning operating model can win grants and still fail to deliver because budgets, compliance and reporting slip.

The next six months will show how serious the university is. A director will need to be in place, an operating budget approved, and the first governance documents signed before the operations manager can be effective. The candidate who takes this job should plan for the first 90 days to be consumed by gap work: what committees exist, what financial delegation applies, which reporting lines are real, and which are aspirational.

The question JCU will face in year two

By the end of the initial term, TMCI should have working governance, a budget cycle, risk reporting, and relationships with the centres, funders and partners who carry the research. The harder question is whether those systems have taken root or are still being held together by one person. Institutions that answer honestly will be the ones that convert TMCI from an announcement into an operating institute. The ones that do not will be hiring the same role again in 2028, with a new title and the same unresolved problem. That is the question a candidate should be prepared to ask, and the one JCU's leadership will eventually have to answer.

📍Where is the role based?

The role is based at JCU's Bebegu Yumba campus in Townsville, Queensland. Bebegu Yumba means 'Place of Learning' in the local Birri-Gubba language. Townsville is the gateway to the Great Barrier Reef and tropical North Queensland, which makes the location central to JCU's marine and coastal research work.

🌊What does TMCI stand for?

TMCI stands for the Tropical Marine and Coastal Institute. JCU established the institute to bring together its research strengths in marine, catchment and coastal science, drawing on TropWATER, the Centre for Tropical Water and Aquatic Ecosystem Research, and the Centre for Sustainable Tropical Fisheries and Aquaculture.

The role is classified at Higher Education Worker Level 8, commonly written as HEWL8. The salary range is $111,960 to $128,567 per annum, plus employer superannuation of up to 17 per cent through UniSuper. The position is full-time at 36.25 hours per week.

🗓️Is the Institute Operations Manager role ongoing?

No. It is a fixed-term appointment for an initial 12 months, with the potential for a longer-term opportunity following the initial project. JCU describes the first year as the establishment phase for the institute's operations and governance.

🧭What does the operations manager do in the first year?

The manager will prepare business cases, forecasts, plans and high-level reports, support budgeting and forecasting, advise senior leaders on financial and business decisions, strengthen governance, compliance and risk management, and communicate operational priorities and risks so they can be acted on.

The advertisement calls for substantial experience in financial, business and strategic planning within a large or complex organisation. That includes preparing business cases, forecasts, plans and high-level reports, plus a demonstrated ability to develop and implement business strategies that support operational delivery and longer-term objectives.

An understanding of marine and coastal research, and of the broader higher education and research environment, is highly regarded but not listed as essential. The role is operational first, which means strong financial, governance and stakeholder management experience is the main requirement.

⏰When do applications close?

🐚What research strengths sit inside TMCI?

TMCI consolidates JCU's expertise in climate change, coral reef science, marine ecology and management, seagrass and mangrove conservation, water quality monitoring and catchment management. It draws on TropWATER and the Centre for Sustainable Tropical Fisheries and Aquaculture, which together employ hundreds of researchers and postgraduate students.

🏛️Why is the job important for Townsville and North Queensland?

The role sits where research strategy meets day-to-day operations. For North Queensland, that means the institute's ability to deliver work on Great Barrier Reef water quality, sustainable fisheries, coastal restoration and aquaculture depends on a functioning operating model. The operations manager is the person hired to build it.
