QUT Hiring Two Procurement Partners: Salary, Selection Criteria and How to Apply

Two ongoing roles paying up to $168,919, built around a category model for $344 million in annual supplier spend

Queensland University of Technology (QUT) is hiring two Procurement Partners on an ongoing, full-time basis, and the listing leaves little to guesswork: a package of $161,241 to $168,919 a year, classified at Higher Education Worker Level 9 (HEW9), based at the Kelvin Grove campus with a hybrid option, closing 28 October 2026 at 11.30pm.

The scale behind the title is worth spelling out. QUT spent $344.3 million with 17,673 external suppliers in 2025, according to its modern slavery statement. Business and teaching services accounted for $139.0 million of that; property and facilities $72.5 million, technology $66.4 million, and research equipment and consumables $56.8 million. A procurement partner here is shaping where roughly a third of a billion dollars goes each year, at a university that enrolled 53,554 students in 2025.

This is also the latest in a run of procurement hires at QUT, following Technology, Facilities Management and Projects partners. The pattern matters more than any single advertisement: the university is building a category-based procurement function, not filling a vacancy.

A category model, not a back-office backfill

Procurement is the whole process of obtaining goods and services: planning what is needed, choosing suppliers, negotiating contracts, and then managing their performance. Category management organises that work by type of spend rather than by department. QUT's two new partners will own parts of four categories end to end: research equipment and consumables, technology, business and teaching services, and property and facilities.

The day-to-day combines strategic sourcing — running tender and quotation processes that comply with policy — with the less glamorous work of chasing contract compliance leakage, the term for staff quietly buying off-contract and eroding the prices the university negotiated. A research-equipment category might mean negotiating a framework agreement for laboratory consumables, then checking six months later whether researchers actually order through it.

A partner's influence is real because QUT's spend is concentrated. Its top 100 suppliers account for 61 per cent of total expenditure, and the top 700 account for 90 per cent. A handful of supplier relationships, managed well or badly, moves the cost base more than a thousand small purchases ever will.

Two rulebooks shape every tender

Anyone coming from the private sector should budget time for the rules. QUT's Procurement Policy commits the university to value-for-money decisions rather than lowest-cost bids, and to buying from ethical suppliers, including Indigenous and social enterprises, with explicit anti-slavery commitments in its supply chain. The second layer is the Queensland Procurement Policy, the state framework QUT's own policy mirrors.

The state framework is unusually prescriptive. Significant procurements can carry a local benefits test weighted up to 30 per cent, where tenders score on local jobs and local supply chains rather than price alone — a Queensland firm with a local workforce can outscore a cheaper interstate bidder by design. Buy Queensland sets direct targets: at least 25 per cent of procurement by value from Queensland small and medium enterprises (SMEs), and 3 per cent with Aboriginal and Torres Strait Islander businesses.

QUT's modern slavery statement, filed under the Commonwealth Modern Slavery Act 2018, shows how seriously the institution treats what sits further down the chain, screening suppliers against wage underpayment and sham-contracting behaviour through the state's ethical supplier checks. For a partner this means a cheaper-looking tender can legitimately lose to one that scores higher on local workforce participation, Indigenous business engagement or safe-workplace practices. The job is to run processes that survive an audit on all of it.

What HEW9 actually pays

The published number needs unpacking. The $161,241 to $168,919 package is made up of a base salary of $136,251 to $142,738, plus 17 per cent superannuation and 17.5 per cent recreation leave loading. That is the HEW9 band at QUT.

Base rate first. Job board salary data puts the Brisbane average for procurement business partner roles around $105,000 a year, with a common range of roughly $90,000 to $135,000. QUT's HEW9 band sits above that midpoint — the exception rather than the rule in the local market.

Against other Australian universities the band holds up. Recent listings show Monash advertising a Purchasing Manager at $140,157 to $148,769, the University of Western Australia (UWA) a Level 9 Category Manager at $139,660 to $147,783, Flinders a Procurement Category Manager at $133,860, and the University of Queensland (UQ) a HEW8 Procurement Category Manager at $117,958 to $132,247. QUT's package lands in the upper third.

For scale, QUT's 2024 annual report records $1.34 billion in total revenue and a $694 million salary and wages bill. Procurement sits inside a large institution that is treating its spending as something to manage deliberately.

What a strong application looks like

QUT scores applications against written selection criteria, and the panel wants evidence rather than adjectives. The position description asks for postgraduate qualifications in procurement or a related business or law discipline with extensive relevant experience, or an equivalent combination of management experience and training. It also calls for senior-level category management, demonstrable business acumen, and the ability to influence senior leaders across a complex organisation.

The criterion that filters most applicants out is the data analytics line. Writing that you use data to drive decisions will not separate you from the pile; quantifying a result will. Panels read dozens of generic claims and remember the one with a dollar figure and a date attached. The equity criterion works the same way: QUT asks for a demonstrated commitment to equity, diversity and Indigenous Australian engagement, which rewards applicants who can point to a concrete action rather than a statement of support.

Before you draft, gather four pieces of evidence:

  • A recent end-to-end tender with scope, budget, contract length and outcome.
  • A quantified savings or value outcome from category management.
  • A supplier performance issue or stakeholder conflict you resolved, with the result.
  • Evidence of probity and conflict-of-interest handling in a regulated setting.

The role is open to applicants with ongoing full-time work rights in Australia, and QUT explicitly encourages Aboriginal and Torres Strait Islander people to apply.

Why QUT keeps hiring procurement people

One procurement advertisement reads like a one-off. QUT's pattern says otherwise. Across a run stretching back to mid-2025, it has advertised Technology, Facilities Management, Projects and now two generalist partner roles — capacity building around a category model, not a backfill cycle.

That investment sits on top of a technology bet. QUT runs the OneAdvanced Purchasing Marketplace, a single portal where staff buy from approved supplier catalogues instead of ringing vendors directly. The published case study reports more than $30,000 a month in savings through supplier consolidation and better price visibility, with more than 2,000 active users and roughly 300 purchase orders a month. Those are the high-volume, low-value transactions. The partner roles exist to do the strategic work above them.

The base rate across the sector is still the opposite: procurement functions thin on headcount and buried in compliance, with construction, energy, IT and facilities spend managed transactionally. The exception is institutions building dedicated category leads and analytics, and they are fishing in the same small pond.

What this means for procurement professionals

If you have spent years running transactional purchasing in the public or private sector, QUT's two openings are a signal that university procurement is being staffed for strategy. The part nobody advertises is the first month: reading the Queensland Procurement Policy line by line and reconciling a supplier register that has not been cleaned in years. The role rewards people who can read a spend file, find the leakage and defend a value-for-money decision under a framework that scores local benefit and Indigenous business engagement as heavily as price.

The trade-off is pace. Universities move deliberately; a tender that takes three months in industry can take twice that once probity and the Queensland rulebook are layered on. Applicants who have only ever bought on price will feel the adjustment sooner than they expect.

How to apply

Applications close 28 October 2026 at 11.30pm. Start the application on QUT's NGA recruitment portal, log in or create an account, and submit your responses to the selection criteria before the deadline. The full position description and criteria are on the listing.

One concrete next step: open the position description today and write down, for each selection criterion, the single piece of evidence you would attach. If a criterion has no evidence behind it, you have found the gap to close before 11.30pm on the 28th — not after.

Frequently Asked Questions

📋What is the Procurement Partner role at QUT?

It's a senior procurement and category management position within Finance Business Solutions in QUT's Chancellery Division. The partner provides strategic procurement advice, leads sourcing and category management, reviews supplier performance and uses data analytics to find savings and contract leakage across four spend categories: research equipment and consumables, technology, business and teaching services, and property and facilities. Two identical positions are being filled on an ongoing, full-time basis.

💰How much does the Procurement Partner role pay?

The published package is $161,241 to $168,919 a year. That is made up of a base salary of $136,251 to $142,738, plus 17 per cent superannuation and 17.5 per cent recreation leave loading. The classification is Higher Education Worker Level 9 (HEW9).

🎓What does HEW9 mean?

HEW9 is Level 9 of the Higher Education Worker classification used in Australian university enterprise agreements. It covers senior professional and administrative roles with substantial responsibility, and at QUT it carries the salary range described above.

📍Where is the role based?

Kelvin Grove campus, about three kilometres from Brisbane's city centre, with a hybrid option. Some QUT procurement roles also work at Gardens Point in the CBD as required, but this listing names Kelvin Grove as the base.

📅When do applications close?

Applications close 28 October 2026 at 11.30pm. The role opened 13 October 2026, so the window is two weeks and a day.

📝What are the selection criteria?

🛠️Do I need a postgraduate degree to apply?

Not necessarily. QUT accepts extensive management experience and proven management expertise, or an equivalent combination of education and training, in place of formal postgraduate qualifications. Relevant senior procurement experience is what the panel weighs most heavily.

🧭Which spend categories will I manage?

The two generalist partners work across research equipment and consumables, technology, business and teaching services, and property and facilities. QUT's 2025 spend in those categories was $56.8 million, $66.4 million, $139.0 million and $72.5 million respectively, from a total external spend of $344.3 million.

🤝How do I apply?

Apply through QUT's NGA recruitment portal. Start the application, log in or create an account, and submit responses to the selection criteria before 28 October 2026 at 11.30pm. The full position description and criteria are on the AcademicJobs listing.

🏫Is university procurement experience required?

No. QUT asks for senior category management experience in a complex environment, which candidates often bring from government, health, resources or corporate procurement. What matters is comfort with the Queensland Procurement Policy, including local benefits tests, SME targets and ethical supplier screening.
